Albertville Council Approves and Hires Combination City Engineer and City Admin

The Albertville City Council approved the joint city engineer and city administrator position and have hired current city engineer Adam Nafstad to take it over Jan 1, 2013.

The Albertville Personnel Committee made a recommendation to the council on Monday night to pass three motions. The motions included approving the City Administrator/City Engineer/Public Works Director employment, approving the job description and approving the salary range.

The contract provided for the council's review was written to hire Adam Nafstad, current City Engineer/Public Works Director for the new dual role.

Nafstad will serve at the pleasure of the city, meaning like Larry Kruse's contract, he can be dismissed at any time for any reason.

Nafstad will also be able to collect six months of severance pay if he is fired. If the city gives notice, the severance can be reduced.

Nafstad will begin learning and taking over the role with the assistance of interim City Administrator Bob Thistle who will stay on until the end of the year. On Jan. 1, 2013, Nafstad will take over the new dual role and Thistle will be available on an as-needed, consultant basis.

Nafstad's salary range will be between $94,656 to $108,064 with a starting salary of $103,784.

If the city of Albertville decides to seperate the roles if Nafstad is offered either of the positions, he will not be eligible for severance. His pay would go back to his current City Engineer salary with cost of living adjustments.

The agreement will have no additional impact on the 2012 budget and because the City Administrator's proposed 2013 salary is already in the 2013 budget the city will realize an annual savings of $45,000 by combining the roles.

In a council split identical to the one that fired Kruse, the employment agreement for the dual role position passed 3 to 2 with Larry Sorenson and Dan Wagner voting no.

"When I look at the job description, I am concerned that one person can't handle it and if it were me I'd ask for more money," Wagner said before the council voted on the dual role job description.

"I'm comfortable with the language in the contract and job description and feel confident about the position especially with our staff," Nafstad said.

The dual role job description and salary range motions passed 4 to 1 with Wagner voting no both times.
